الملخص: هدف البحث إلى بناء تصور مقترح لتعويض الفاقد التعليمي في فلسطين في ظل الأزمات المتتالية، من خلال التعرف إلى واقع الفاقد التعليمي وأبعاده الكمية والكيفية، وتحليل العوامل والأزمات التي أسهمت في تراكمه، واستعراض الإجراءات المتخذة لمعالجته، وصولاً إلى صياغة إطار عملي متكامل للتعويض، واتبع البحث المنهج الاستقرائي التحليلي (الأسلوب المكتبي)، من خلال مراجعة الأدبيات التربوية والدراسات السابقة والتقارير الرسمية ذات الصلة بموضوع الفاقد التعليمي في السياق الفلسطيني، وتحليلها ونقدها، واستخدمت الدراسة تحليل الوثائق والمصادر العلمية أداةً لجمع البيانات، مع التركيز على التقارير الرسمية والدراسات الميدانية الحديثة المتعلقة بقطاع التعليم في فلسطين خلال الفترة الممتدة من عام 2020 حتى عام 2025. وتوصل إلى أن الفاقد التعليمي في فلسطين يمثل أزمة تراكمية متعددة الأبعاد (معرفية، نفسية، اجتماعية) تفاقمت نتيجة تعاقب الأزمات (جائحة كورونا، إضراب المعلمين، الحرب على قطاع غزة)، وأن الإجراءات المتخذة رغم أهميتها ما زالت تواجه تحديات تتعلق بالتمويل، والبنية التحتية، والفجوة الرقمية، والآثار النفسية، وأوصى الباحث بضرورة تبني استراتيجية وطنية شاملة لإدارة التعليم في الطوارئ، تقوم على التشخيص المستمر، والتركيز على المهارات الأساسية، وتوسيع برامج التعليم المساند والتسريع التعليمي، ودمج الدعم النفسي-الاجتماعي، وتعزيز الشراكات المجتمعية والدولية، مع توفير الموارد البشرية والمادية اللازمة لضمان استدامة أثر برامج التعويض. Abstract: The research aimed to build a proposed concept for compensating for educational loss in Palestine in light of successive crises, by identifying the reality of educational loss and its quantitative and qualitative dimensions, analyzing the factors and crises that contributed to its accumulation, reviewing the measures taken to address it, in order to formulate an integrated practical framework for compensation, and the research followed the analytical inductive approach (office method), by reviewing the educational literature, previous studies, and official reports related to the subject of educational loss in the Palestinian context, analyzing and criticizing them, and the study used the analysis of Documents and scientific sources are a tool for data collection, with a focus on official reports and recent field studies related to the education sector in Palestine during the period from 2020 to 2025. He concluded that the educational loss in Palestine represents a cumulative multidimensional crisis (cognitive, psychological, and social) that has been exacerbated as a result of the succession of crises (the Corona pandemic, the teachers' strike, the war on the Gaza Strip), and that the measures taken, despite their importance, still face challenges related to funding, infrastructure, the digital divide, and psychological impacts. Psychosocial and strengthening community and international partnerships, while providing the necessary human and material resources to ensure the sustainability of the impact of compensation programs.
