Abstract: Pipeline transportation constitutes a critical downstream activity governed by a specialized legal framework. Hydrocarbons Law No. 19-13 expressly enshrines the principle of third-party open access to pipeline facilities, subject to the payment of non-discriminatory tariffs. This principle is further operationalized by Executive Decree No. 21-258, which regulates the modalities of access for both national pipelines and international routes crossing the Mediterranean. The purpose of this study is to elucidate the legal regime applicable to strategic hydrocarbon infrastructure and to assess its implications for investor access to transportation services. Employing a descriptive-analytical methodology, the study highlights how the open access principle transforms pipeline infrastructure into a regulatory mechanism ensuring transparency, limiting monopolistic practices, and fostering a competitive investment climate. The findings underscore the strategic importance of this framework in consolidating Algeria’s role as a reliable hub for hydrocarbon transport at both national and international levels
