Assessing the Adequacy of the Algerian Legal Framework in Confronting Electronic Begging: Between Legislative Gaps and the Imperatives of Criminalization
financial support. From a legal perspective, the study explores whether the material, moral, and legal elements of the crime can be established in this context, and assesses the adequacy of the Algerian legal framework, which remains primarily oriented toward conventional begging. The findings reveal that, although the core conduct remains similar, existing legislation does not sufficiently address the diverse and evolving forms of electronic begging. This highlights a significant legal gap and underscores the need for legislative reform that reflects the specificities of digital practices, ensuring effective criminalization and alignment with ongoing technological developments.
